Strengthening fisheries monitoring in the southern Indian Ocean with THEMIS

The Southern Indian Ocean Fisheries Agreement (SIOFA) has selected THEMIS, CLS’s market-leading Fisheries Monitoring Centre, to enhance the monitoring of deep-sea and high-seas fisheries in the southern Indian Ocean.
Selected following an international competitive tender, the solution will support SIOFA and its Contracting Parties in strengthening monitoring, control and surveillance, improving cooperation and combating illegal, unreported and unregulated fishing.
Supporting sustainable fisheries management in the southern Indian Ocean
SIOFA is a Regional Fisheries Management Organization (RFMO) responsible for ensuring the long-term conservation and sustainable use of deep-sea fishery resources in the southern Indian Ocean.
Its mandate covers key demersal species such as orange roughy and alfonsino, which are particularly vulnerable to overexploitation.
To fulfil this mission, SIOFA requires reliable, secure and interoperable monitoring tools capable of covering vast high seas areas while supporting cooperation between Contracting Parties.

THEMIS, a market-leading Fisheries Monitoring Centre for RFMOs
Developed and operated by CLS, THEMIS is a Fisheries Monitoring Centre designed specifically for the operational needs of RFMOs and flag States. The platform provides a centralised view of fishing activity by aggregating vessel position data from national FMCs and onboard Automatic Location Communicators.
THEMIS enables real-time vessel monitoring, secure data exchange and full compliance with international standards, including NAF and UN/CEFACT FLUX, ensuring seamless interoperability with national and regional systems.
Operational capabilities designed for monitoring, control and surveillance
Delivered as a Software-as-a-Service, THEMIS offers a secure and scalable architecture that supports day-to-day monitoring operations. The solution includes advanced alerting capabilities to detect potential non-compliance, role-based access control to manage user permissions and comprehensive audit functions to ensure transparency and traceability.
These capabilities help fisheries authorities strengthen monitoring, control and surveillance activities and support the fight against illegal, unreported and unregulated fishing, while protecting vulnerable marine ecosystems.
