Montenegro invests in NEMO and TRITON to modernize fisheries monitoring

Montenegro is taking a new step forward in modernizing its fisheries management. As part of a project supported by the Delegation of the European Union, CLS is deploying its NEMO and TRITON Monitoring solutions to equip the country’s fishing fleet and strengthen the monitoring capabilities of national authorities. This initiative supports Montenegro’s ambitions to ensure the sustainable management of marine resources while aligning with European standards.
172 devices deployed to support the modernization of Montenegro’s fisheries
In early 2026, CLS teams travelled to Montenegro to deploy their fisheries monitoring solutions in collaboration with the national authorities. A total of 150 NEMO devices will be installed on board artisanal fishing vessels (under 12 meters), while 22 TRITON Monitoring systems will equip the industrial fishing fleet (over 12 meters), bringing the total number of deployed devices to 172.
This deployment comes at a strategic time for Montenegro. Located on the eastern coast of the Adriatic Sea, the country has nearly 300 km of coastline, where small-scale fisheries play a vital role in supporting coastal communities. Montenegrin waters are home to a wide variety of species, including sardines, anchovies, hake, red mullet, sea bream, octopus and squid, making sustainable fisheries management a key priority. As part of its accession process to the European Union, Montenegro is strengthening its fisheries monitoring capabilities to improve the traceability of fishing activities, combat illegal, unreported and unregulated (IUU) fishing, and protect the Adriatic’s fishery resources.
NEMO and TRITON: solutions tailored to different fleet requirements
NEMO: a VMS device designed for small-scale fisheries
The 150 NEMO devices deployed will enable fishers to automatically transmit their vessel positions, helping them meet regulatory requirements while enhancing safety at sea. Compact, rugged and solar-powered, the NEMO device provides reliable vessel tracking. The solution ensures continuous position reporting and is specifically designed to meet the needs of coastal small-scale fisheries.
TRITON Advanced: a satellite terminal for vessels requiring advanced capabilities
The 22 TRITON Advanced terminals will complement the system by equipping vessels requiring extended communication capabilities. Based on the Iridium satellite network, TRITON Advanced automatically transmits vessel position, speed and course with worldwide coverage. It also enables users to send and receive Electronic Reporting System (ERS) logbooks, emails and weather bulletins via a Bluetooth connection to an Android tablet or a USB connection to a laptop. Rugged, easy to install and remotely manageable, TRITON Advanced provides a comprehensive solution for fishing operations and regulatory monitoring requirements.
Through this project, CLS reaffirms its expertise in deploying fisheries monitoring solutions tailored to the needs of governments and fishing communities. By combining NEMO devices for small-scale fisheries with TRITON Advanced terminals for operations requiring advanced communication capabilities, CLS is supporting Montenegro in modernizing its fishing fleet and contributing to the sustainable management of Adriatic fishery resources.
